A pool in Pennsylvania needs a barrier that meets the Uniform Construction Code, which is the statewide building code your city or borough enforces. The code relies on the International Swimming Pool and Spa Code for the barrier rules: a fence at least 48 inches high, small gaps that a child cannot squeeze through or climb, and gates that open away from the pool and close and latch by themselves. Your local code official gives the exact numbers for your pool and inspects the barrier. We build to that list.

Pittsburgh yards make pool barriers harder than they are on flat ground. Height is measured on the outside of the fence, so a bank, a retaining wall or a set of steps beside the fence can turn a legal 48 inches into something a child can climb. On a slope we rack the panels so the gap at the bottom stays small all the way down. Black aluminum is the usual choice because it follows grade well and does not rust. Vinyl and wood privacy panels also qualify when they are built with no footholds on the outside.

Plan the fence with the pool, not after it. The barrier is part of the pool permit, and the pool is not approved for use until the barrier passes. City zoning still applies too, so in Pittsburgh a pool fence in the back yard can go to 6 feet, but one closer to the street than the house is held to a 4-foot open style.
